Staying at Harrahs but i was wondering can you try any of the pools on the strip or even pay to try them?

The answer is no.
If you want a nice pool, reserve a room at a hotel with a nice pool. Security is very tight and you will not be allowed in unless you are a guest of the hotel. In other words each person has to have a valid room key to enter.

You most certainly can pay to try another pool. Simply reserve a room, pay for it, and enjoy the pool and everything else the hotel has to offer guest.
